Mandating that email addresses of contacts be put in - is this a good idea ?

$SUBJECT is an RFC - is this a good idea ? More often than not we get
applications that have either:

[1] list of names
[2] "see the changelog"
or,
[3] "see the GNOME Bugzilla"

Good things, but when processing applications one has to keep on
flipping between different sources of information (eg Mango, SVN,
Bugzilla) which is somewhat annoying.

What do the others think ? Can the form be tweaked to take in email
addresses of the contacts ?
