Claudio is a member of the GNOME Chile community, and has helped in the
organisation of many of the hackers meeting they've doing in Chile.

Also, he is the main developer of Gyrus (http://gyrus.gnome.cl/), a
GNOME app to manage Cyrus mail servers, which is in GNOME CVS.

So, IMO, he is eligible for being part of the foundation :)
