This is not the same problem: jpr tried to renew before the deadline. If
other people who renewed/joined after the deadline did try to renew/join
before the deadline, then we should look if they can vote too.
After some thoughts, I'm ok to let jpr vote.
Eric, Ghee: are you still ok or do you agree with Andy's objection?
