membership committee did not renew his membership. For this reason, as
of November 1st, Jim was not a member of the GNOME Foundation. So, in
theory, he can not run for elections.

Jim was on the board phone call today, has maintained a fairly regular
presence status at the board level, so I think he can justify his membership
quite easilly.
This clearly wasn't done on purpose I honnestly don't see any reason
to not allow Jim to recandidate. 

However, considering the fact that the problem comes from a technical
problem and considering that Jim reapplied for membership today (and was
approved), the committee would like to accept Jim's candidacy.

  Of course ! 
  That's my personal opinion but I hardly see how one could have a different
one at the board level.
