Generic steps to build an msi installer is available at 
https://gitlab.gnome.org/GNOME/meld/wikis/Building%20binaries

Also source tree contains appveyour.yml for automated building with appveyour.

However only 3.18 branch is known to produce stable installer, like this build 
https://ci.appveyor.com/project/kaiw/meld/build/meld-3-18-e5f6456.18

problems - https://mail.gnome.org/archives/meld-list/2018-May/msg00000.html
