Well, you have to be more specific. I do not see any issues with MC on Fedora 22 using xterm and UTF-8.

1. try different terminal
2. make sure the terminal font for UTF-8 is fine and has desired set of chars, try to change the font
3. try to change the TERM variable and watch the difference
