ScreenList functionality

Hi,
there is the ScreenList functionality bound by default to Alt-Prime
(`) in the default mc.keymap:
ScreenList = alt-prime
Pressing the combination displays "Screens" dialog, which says
"Panels" in the actual listing.
How to add panels or screens?
