Keyboard edit keys in virtual consoles and Konsole

In some distro (versions), using the virtual consoles, Ctrl-Ins, Ctrl-Del,
Shift-Ins, etc are ignored in the internal editor (e.g. Karmic), while in
others they work as expected (e.g. openSUSE 11.1). Always in KDE they are
ignored. Where/how is this behavior/non-behavior configured?
