Slow loading of mc

I have just set up a Xbuntu system. 

  When I start mc it takes a couple of minutes to start.  Then runs almost as 
normal. certainly at standard speed

  F10 has been hijacked by system, and mouse wheel opens files/changes 
directories if you turn it several positions, seems to be too fast, You 
don't know where you will end up.
