A correction:
The old (4.6.1-pre3) version of mc in the Debian stable distribution did
contain all necessary files for mc to run. The missing file problem found
when converting from the rpm found at:
http://www.ibiblio.org/pub/Linux/utils/file/managers/mc/snapshots/mc-2005112320-1.i386.rpm
was because that rpm does not have the /usr/share/mc files in the first
place, and not because of a problem with converting it to a .deb package
after all. The best solution is as POX <ozarow gmail com> suggests, which
is to get the 4.6.1 .deb package from the Debian testing distribution.
It is apparently Debian policy not to update packages in the stable
distribution unless there are security issues or a package fails to work
in some major way (which should very rarely happen with stable).

Thanks for that tip. I found that I also needed to copy over various
extra files from the original package that were omitted from the above
version (eg all the files in /usr/share/doc/mc, /usr/share/mc, the man
pages in /usr/share/man/man1, and a couple of others). Perhaps I was
being a little too clever by downloading the rpm and then using rpm2deb to
convert it to a Debian package before installing that rather than using
the tarball.
Once I had loaded the above extra files I found it solved the display
problem mentioned.
A further check showed that the missing file problem was definitely the
fault of the rpm2deb conversion.
