What make are you using?
You must use GNU make.
You can also try to use prebuilt 4.6.0 HP-UX binaries:
http://www.ibiblio.org/pub/Linux/utils/file/managers/mc/binaries/HP-UX/mc-4.
6.0-HP-UX.zip
