Follow-up Comment #1:

It's not mc's fault.

The Midnight Commander is using the "standard sorting" of the currently
selected language settings. Please try the following:

$ env LC_COLLATE=C mc

and if that doesn't work

$ env LC_ALL=C mc

and if it still doesn't work, come back. In that case, I'm sorry for having
closed this bug report too fast. :)
