Contributors should send patches and make sure that the patches only
contains their modifications and that the modifications are intended.
They should also be able to explain the reasons for every change. If
they cannot do it, I would not consider such changes for committing to
CVS, for the reason that either the contributor is too sloppy, has
problems with memory or is not the original author of all the changes.
