temporary command file Permission denied

Greetings;

For some reason, just can't seem to get an answer
here, but the problem just "won't go away" either!

Can anyone just maybe say why user dcswest in
this case can view a file with permissions 0755
and ownership root wheel, but cannot view a file
with the same permissions and ownership dcswest
wheel?  Of course it's the error "Cannot create
temporary command file Permission denied (13)."  

It seems to only be an issue with "non-root"
permissions in gnome though, instead of through
the shells too!
