Code Style rule for module variables

In the Code style guidelines,
http://live.gnome.org/LSR/CodeStyleGuide, what does

'Module variables are considered protected'

mean?

Modules can't be derived from. Can they? I think the intention is
simulate module scope? I.e

'Module variables are considered to be private'
