Xerces-J (Java) has an XPath module.
I haven't looked in detail.
In general, XML happens first for Java,
tythen for Python/Perl/etc.,
then for C, last for C++.

There's an Open Source add-on for Xerces-C
for XPath, http://software.decisionsoft.com/
Again, haven't tried it. Tastes iffy.
