It is not.
In fact the option is "Restrict posting privilege to list members?". So for
non-member I can only accept or refuse, not moderate (or I have to moderate
all the posts, and this is not, i think, a good thing).
Do you think it's problematic to refuse posting to non-member ? It seems to me
that no.

You mean that the reply-to shouldn't be the list ? I think this is more
logical since the list is here for discussions.
