Right. Thanks for poking me about this. So I guess there are several parts:
1. We need to figure out where the settings are going. The control
center maintainers have started this discussion
(http://mail.gnome.org/archives/gnomecc-list/2010-May/msg00017.html
and the wiki page linked from there) but the final home for the
settings has not actually been figured out yet.
2. Once they're migrated, we need to write code for libproxy to
use them. I've filed a bug about that:

3. Then we need a libproxy release with the new code, which may
or may not be easy depending on what's going on with libproxy
at the time. OTOH, gnome-control-center 3.0 will probably
still set the GConf keys for proxies as well, for backward-
compatibility, so the old libproxy module would still work
under GNOME 3 probably, at least for 3.0.
4. libsoup uses gconf directly as well and that needs to be ported
over.
Although #2 can't be finalized until after #1 happens, someone could
start working on the code using dummy key names at least. Leave a note
in the bug if you're planning to do that.
