libseed-list License change update

Hi there !

A quick update regarding the request about changing Seed's license to
LGPL2+.

The copyright holder (Robert Carr) and the maintainers (Tim Horton,
Robert Carr) gave their agreement regarding this change. So have the
more actives contributors.
With those agreements, I took the liberty to attach a patch to bug
#643938 [0] changing the COPYING file and the sources headers. Use it at
your will.

Thanks again for your flexibility and quick positive answers. I am sure
I'll need your help and advices on the integration task.
