Bug 626221 [1] might give you more information on the subject.

Basically:
 - API changed between gobject-introspection 2.X and 3.X
 - g-i won't be considered 100% stable before gtk+ 3.0
 - gtk+ 2.0 and 3.0 are abi-incompatible so it means I'd have to use
   different sonames for both.

But you can currently build libpeas using gtk+ 2.0. I just guess there 
is not much interest in doing this apart from testing libpeas beforehand.
