Often enough, our domains have been owned by non-Foundation people (whether
it's Red Hat or random Danes), without technical or billing responsibility
given to the sysadmins or Foundation. So, I'm not entirely surprised that we
have lost something along the way. :-(

We should probably institute a policy that requires that (where possible)
the Board own the financial contact, and the general sysadmin RT queue own
the technical contact. Quite a lot of regional domains will have to be owned
by local organisations, due to registrar restrictions.

(Do we have a general accounting alias for the Foundation? Would be better
to use it for future-proofing, but point it to the Board for now.)
