No it's not true but it's a classical error! I think the name of this
'dist-upgrade' option is not a good choice.
This is what the manual of apt-get says about this dist-upgrade option:
"in addition to performing the function of upgrade, also
intelligently handles changing dependencies with new versions of
packages"
So except if you're using a stable distribution without extra
repository, it's highly recommended to use this command instead of
'apt-get upgrade'.
About this new beta version, there is new dependences (libgtkspell and
Latexmk) and a new suggested package (texlive-xetex). So it's maybe
better to use a 'dist-upgrade' to be sure to have all new dependences
(or simply use your update manager ;) ).
