We can consider these a bit apart. If you need something about GUADEC-CA
try contact Lluís Sanchez (I can give you his mail privately if you need
it, he's also "lluis" in IRC). For GUADEC-ES you can contact Chema
Casanova (again I can give you his email privately, I don't know his
nick on IRC).

Known problem. Someone with access to emails should do that, I don't
