Just my 2 cents:
- Location and Dates is main info. It should very very easy to find it.
- I prefer sponsors on the right side. Like banners on most webs.
- News at main block. We can always have some "always-top" boxes to keep important info up.
I can help with CSS/xHTML/JS, but not graphics design.

I have just two things on the homepage I think could use a change.
When you arrive, there is a "register" link, but no "Log in" link, if you
already have an account it's not obvious how to log in.
The GUADEC location and dates on the home-page look more like a news item than
an announcement of dates - it's also the only place on the page that the dates
appear. Perhaps bigger and more prominent placement for the location and dates
might be an idea?
In relation to the news items, I agree with Murray's proposed positioning of
sponsor logos, I think the news should be in the main block of the page.
