Hi,

  I am testing the header dialog and there are a few thing i would like to comment:

1) It is missing a scrollwindow widget in comment textview.
2) Maybe is better allocate more space for dialog and add 
another tab only for comments.
3) Here it is not filling the report message bugs to entry_text.
4) <> character shouldn't appear in mails.

I've done some commits this last hours.

Now header's dialog shows the values of header file and you
can edit this values. But for now it's not possible save the changes
because first I need to convert translator.{h,c} and languages.{h.c} to
gobject. I'm working on that and I hope to finish those changes next week.

Of course, you can feel free to give me your opinions about these changes.
