Almost certainly, this is a GTK+ question, not a gtkmm one, and it's not either's fault really. Most WM related functions are documented as being only hints to the WM, which need not be implemented if the WM provides no compatible way for the toolkit to ensure something gets done.

If you find a function that is not documented as such, you can submit a patch.

Alternatively, check the tracker for Wayland to see if the functionality you want is being worked on or has already been ruled out.
