I'm happy for us to try targeting GTK+ 4, but I wouldn't do that in
git
master before GTK+ 3.9/4 is in git master.

GTK+ 4 does seem to be happening in GTK+'s git master now. I haven't
built it yet, but I'm happy for us to target it in gtkmm's git master.
I have already created the stable gtkmm-3-22 branch.
