There are now finally official binaries of GTK+ 3 for Windows,
and it seems like there's a good chance that they will be maintained:

So is there anyone here who would like to update the gtkmm Windows
binaries? Presumably these links would be helpful:
https://wiki.gnome.org/gtkmm/MSWindows
https://wiki.gnome.org/gtkmm/MSWindows/BuildingGtkmm
However, maybe, like GTK+, we don't want an actual installer anymore. Or
at least, we could keep that for later.
Is nobody interested enough to help?
Just out of curiosity: Many distros, Fedora one of them, ship various
mingw packages, including gtkmm. So why not just repack those packages
as zip files and ship those?
