If you're trying to jhbuild gtk+, you're probably better off asking on
the gtk+ mailing list[1].  However, jhbuild generally gets the necessary
packages (aside from the ones needed for the initial jhbuild bootstrap)
independent of the packages on the build system.  You may want to look
at the jhbuild manual[2] to make sure that everything is configured
correctly and that you're running the correct commands before asking on
the gtk-list.
