I do this doing boxes. You can set the contents "Fill" and "Expand" properties.
Create a 2 element Box, set one element to "expand=yes" and the widget you want at the bottom to "expand=no".

In this way, the other widget (blank label for empty space, or whatever) will fill the remaining space in the window / container, and your widget won't be resized.
