Maybe by enabling keyboard events on your toplevel widget (or another, I
don't konw) by using Gtk::Widget::set_events() or
Gtk::Widget::add_events() and then connecting your widget to the
Gtk::Widget::signal_key_press_event().  See the Gtk::Widget docs:
