I could be wrong but I bet your PKG_CONFIG_PATH got mangled somewhere.
Start there and see that it really points to where the installer put
everything.

I am sorry for the delay, yes I checked the PKG_CONFIG_PATH it points to
'D:\XWing\lib\pkgconfig'.
I have now downloaded the latest of the Win32 GTKmm and the problem remains.
What am I doing wrong?
