The gtkmm installer gets its GTK+ dependencies from http://sourceforge.net/projects/gladewin32. Unfortunately, The gladewin32 project seems to have stalled lately. As far as I know, there is currently no real alternative in terms of an up-to-date, well supported win32 installer for GTK+.

When Gtkmm installs, it detects if GTK+ has been previously installed, if it has not, the Gtkmm installer downloads it. Where does the Gtkmm downloads the GTK+ from?
Thanks in advance!
