Figure as background

Hi there.

Does anyone know if it is possible to set a picture as a notebook background and to put combo boxes and text entries "above" the picture in order to set with these widgets (combos and entries) as input spaces to transform the picture (that is an image scanned from a printed form) into an "digital form"?

Got the idea? Hope so.
