Thats probably cuz  your program could not use gtkrc themes. There can
be many reasons behind it.
You may be playing with the loading custom rc, which is not loaded and
system falls to load any, and the basic widgets are shown.

Other may be, like you uisng a user installed theme
in /home/username/.themes/ for your environment, but the program you are
running is using other users priviledge, (may be root).
