LGPL is GPL + a clause, that linking with it is considered a normal
usage. GPL says, that the sources may be used for anything, provided
that the result is also GPL. The icons are part of the source, so they
can be used anything as long as it remains GPL. If the application in
question will be under GPL, it can use any other GPL source, including
the icons in question. I am not a lawyer either though.
