It's a gtk+ problem. It is also there in the gtk-demo (gtk+-2.2.4 source
code) when I compile it with mingw32 and the latest gtk+ for win32 binaries
provided by dropline.
Maybe you should ask on the gtk-devel list...
I also suppose they use some kind of workaround for gaim on win32..
