Edit your AUTOEXEC.BAT and add the C:\Program Files\Common 
Files\Gtkmm\2.2\bin to your PATH.

P.S. : I'll try to find a way to do that automatically (as for win2000, XP) 
for the next release of the installer. Unfortunately, I don't have access 
to a win9x box anymore.
