I am having alittle of trouble in Windows, with the Libraries for gtkglextmm
do i have to compile them with minWG + MSyS ?
i couldnt find any precompiled binaries, links down

Not exactly. Gtk-glext is just one of several OpenGL extensions for Gtk+,
whereas glut is a cross platform library which allows you to create OpenGL
applications running on various platforms including Mac, X11, and microsoft
Windoze.
Then,in a gtk+ application,can glut function be used? Or I mean glut
could take the place of gtkglext?
Not really. Glut is really intended for applications which don't use any
widget set of their own. It provides a very limited capability for menus and
buttons. However it would be very difficult to use it in any sensible way
together with Gtk+
