A late follow-up the thread in https://mail.gnome.org/archives/gtk-perl-list/2017-January/msg00000.html

Gtk2-perl ppms are provided by Sisyphus for a range of windows perls from 5.10-5.24.  These include the main dlls (gtk2, glib, pango etc), a few themes and other files (the theme files were added in the last few days).

They work out of the box on my Win10 system.
