Why are you sure this is a bug? There are plenty of things that could
go wrong here on your side. File's name might not be encoded in the
encoding specified by your currently set locale, ...

You'll need to provide more information on what exactly are you doing,
on what system (GNU/Linux, Windows, ...), where and how did you get
your file names ...
