Yeah, it was hard to track down on linux too. You need to build and install 
xulrunner-1.9.0.1-source.tar.bz2

On linux I did:
Google for "xulrunner-1.9.0.1-source.tar.bz2" and get the big download,
then configure it with

./configure --prefix=/usr --enable-application=browser --enable-application=xulrunner --disable-javaxpcom

I have no idea about how Win32 and MinGW will handle it, but it's a clue for you. :-)
