I'm not quite sure what this would buy you.  Before we make tarball
releases, we run the test suite and make sure no tests fail for us.  If
the test suite fails for you, then there's either some problem with your
development environment or a bug in the test suite.  In either case, a
bug report on bugzilla would be welcome.

That is, is there an orderly (from the QA point of view) release
procedure ?

Well, we run 'make distcheck', 'make disttest', and, if everything's
fine, 'make dist' to produce the tarball.  Anything wrong with that?
What would be more "orderly"?
