Not a bug, behaving as designed.  (Arguably violating the principle of 
least surprise...)

Thanks for the pointer.  I just wish that the Gtk+ API docs had this
kind of useful information.

A sibling post offers a workaround:

Just connectiong to the TreeView's drag-end signal seems like enough, so
this is what I did.
