[gtk2-perl-xs] GtkSpell prepared for release

just went over GtkSpell another time and everything seems in order. i
added README, LICENSE., and AUTHORS files along with a ChangeLog. the
version has been bumped to 0.99 in anticipation of a release sometime
toward the end of this week. if people could try it out with their apps
in various situations i would appreciate it. GtkSpell is small enough
that it's pretty easy to test thoroughly, but that's no guarantee that
it's 100% correct. bug reports appreciated, if you don't want to post
them to the list feel free to reply to me personally.
