pod docs

i've made a first pass at some pod documentation to get installed with
Gtk2.pm...  it's in cvs now --- gtk2-perl-xs/Gtk2/api.pod .  there
should probably be one also for Glib and any of the other modules.  the
intent is to describe the basics so you can guess what you need, and
detail the parts that are different.  this one should get installed so
that you can read it with 'man Gtk2::api' or 'perldoc Gtk2::api'.

i'm open to suggestions for better names or content.  i expect at some
point to fold the previously-posted braindump into that document.
