note the localized "0,26" vs 0.26.


deep in the perlxstut manpage an example shows $VERSION = '0.01'; --- that is,
non-interpolating quotes.  XUB.h defines XS_VERSION_BOOTCHECK to use strNE to
check, so, well, they treat it as a string, so let's write it as one.
