No, at least not as of perl version 5.8.2. See this bit in the
documentation for the utf8 pragma:

       The "use utf8" pragma tells the Perl parser to allow UTF-8 in
       the program text in the current lexical scope

That is, perl does not make any attempt to autodetect if your source
code is written in UTF-8 or not.
