I forgot it existed, but there is Glade for Windows: http://wingtk.sourceforge.net/ I have no idea if anyone has tried Gtk2::GladeXML on Windows though, although I doubt it would be much trouble since Gtk2 and Glib work on Windows. (see this list's archives)
