All of those ftp retrievals work for me, e.g.:

It would seem that you've broken curl somehow so it won't retrieve with ftp.

BTW, the official http URI for XOrg is 
https://www.x.org/archive/individual/util/util-macros-1.19.1.tar.bz2, but ftp://ftp.freedesktop.org is 
still up-and-running.

It's very curious, I've got nothing this evening (I kill after 27 s):
$ curl -L ftp://sourceware.org/pub/libffi/libffi-3.2.1.tar.gz -o libffi-3.2.1.tar.gz

                                Dload  Upload   Total   Spent    Left  Speed

I've LittleSnitch active but the connection was allowed.

So? This isn't a general-purpose tech support list. You have a problem either with your computer or your 
network connection, demonstrated by your inability to connect with several ftp sites.
